The 32-year-old moves to Central Park to link up with Gary Bollan's League 2 team after spending the last two years with Dumbarton.
Barr has also previously played for Gretna, Queen of the South, Airdrieonians, Raith Rovers, Livingston and Swedish side Ostersunds.
