The 25-year-old played for Dumbarton, Motherwell, Stenhousemuir and Ayr United before moving south of the border in 2017.
Devlin will join fellow recent recruit Marvin Bartley at the Tony Macaroni Arena ahead of the 2019/20 campaign.
