The 39-year-old had a successful spell at Stark's Park between 2008 and 2016, playing almost 250 games for Rovers before joining Stranraer on loan.
He now returns to Kirkcaldy after two seasons at Central Park to link up with John McGlynn's squad ahead of 2019/20.
