The 26-year-old former Raith Rovers and Arbroath centre-half has agreed a deal at Ochilview until the end of next season.
Munro could make his debut for Colin McMenamin's side in Saturday's Scottish Cup fourth-round tie against Aberdeen at Pittodrie.
