It is the first competitive match of 2014/15 for both clubs, who kick off their Championship campaigns this weekend. Ally McCoist's side begin at home to Hearts on Sunday – live on Sky Sports at 1.30pm – while Alan Stubbs’ team start against Livingston at Easter Road on Saturday.
A second-round tie at home to Barry Ferguson's Clyde is the reward on offer for the winners.
Tuesday's other tie sees holders Raith Rovers begin the defence of the trophy with a trip to Fife rivals Dunfermline, who they knocked out in the second round last season.
The match was postponed due to a waterlogged pitch on Saturday July 26 and both teams go into the rearranged fixture on the back of League Cup victories at the weekend - the Pars beat Annan 5-1 and Rovers saw off Forfar 4-2 after extra time.
The winners will be at home to Falkirk in the second round on Tuesday August 19.
