Stranraer have made attacking midfielder Andy Stirling their first signing of the summer after he was one of 18 players released by Dunfermline.
The 25-year-old, who has previously played for East Stirlingshire, spent the 2013/14 season at Stair Park before joining the Pars, from where he was loaned to Stirling Albion for a time.
Meanwhile, Blues boss Stephen Aitken has confirmed that midfielders Sean Winter and Stephen Stirling, defender Barry Russell and goalkeeper Daniel Tobin are leaving the League 1 club.
