Brian Graham gave the Jags a sixth-minute lead but they then had Stuart Bannigan sent off for two bookings and Scott Arfield equalised before half-time.
The Bairns had Alfredo Agyeman red carded in 83 minutes and Thistle substitute Terry Ablade scored a dramatic winner from close range seven minutes into stoppage time.
Livingston will have the chance to move level on points with Falkirk when they travel to Hamilton tomorrow although the Bairns have a much better goal difference.
