The 23-year-old ex-Ross County and Falkirk player spent time on loan at Dumbarton last season and now makes the switch to Stark's Park.
Rovers boss John McGlynn has also brought in 27-year-old striker Manny Duku from English non-league side Hayes & Yeading.
