The 22-year-old impressed on loan at Ibrox last season - winning the SPFA Young Player of the Year award - and now returns on a permanent basis for an undisclosed fee.
Kent, who scored six goals in 43 appearances for Steven Gerrard's team last season, has also previously played for Coventry City, Barnsley, SC Freiburg and Bristol City.
