The 29-year-old was with Arsenal as a youngster and can count Ipswich Town, Bristol City and QPR among his former clubs. He joins Livingston after a spell in Thailand with PTT Rayong.
Head of Football Operations David Martindale told the club website: "Jay has been in training with us for a week or so and has performed really well. To be honest, he fits the profile we were looking for perfectly since Lyndon Dykes departed."
