Serrano, 22, has agreed a season-long loan deal from Monaco while Lokotsch, 24, joins from German fourth-tier side SV Rodinghausen.
Both players could be involved in Sunday's Premiership game against Aberdeen at Pittodrie as Gary Holt's side seek their first win of the season.
