The 22-year-old was a youth player with Celtic and played for Falkirk after completing a football scholarship with Duke University in the United States.
Manager Ian McCall told the Thistle website: "I’m delighted that Ciaran has chosen to join our club. He very much fits the profile of the type of player I have signed in the last few years and his versatility is an added bonus."
