The 38-year-old former Aberdeen, St Johnstone and Dunfermline defender takes over from Dave Mackay, who left Forthbank at the end of September.
Rutkiewicz joins the Binos from Annan Athletic, where he was assistant to Peter Murphy, and takes charge for the first time against leaders Edinburgh City on Saturday.
