The 24-year-old former Elgin City and Cowdenbeath forward joins the Binos from Albion Rovers, having scored 11 goals in League 2 last season.
Manager Kevin Rutkiewicz has also brought in ex-Dunfermline Athletic and Airdrieonians striker Andy Ryan and winger Kieran Moore from Queen's Park.
