The 28-year-old was a big favourite with the fans in his previous spell at the club before going on to play for St Johnstone then Hamilton Accies.
Co-manager Lee Miller told the Falkirk website: "Bringing Blair back to the club is something we’ve been working on for a long time. He is a special player who can single handedly win matches with his creative play and ability."
