The 22-year-old former Nottingham Forest player, capped by Scotland at U21 level, moves to Dingwall after a spell with Oldham Athletic.
Staggies boss Stuart Kettlewell has also brought in Rangers midfielder Stephen Kelly on loan while defender Connor Randall joined from Bulgarian side Arda Kardzhali.
