The 20-year-old spent the first half of this season on loan to Queen of the South and now joins the Staggies on a permanent deal after leaving Bramall Lane.
The Staggies have also snapped up former Hamilton Accies and Wolves winger Daniel Armstrong, who moves north after a spell with Raith Rovers.
