The 25-year-old former Dunfermline Athletic and East Fife player has agreed a one-year deal with the Bairns.
Co-manager David McCracken told the club website: "The right-back position was a priority for us so to get Scott signed up as early as we have is a real bonus."
Falkirk have also signed Blair Sneddon (Camelon Juniors) and Anton Dowds (East Fife) this summer.
