The 35-year-old Ivory Coast internationalist, who has more than 100 caps, spent seven years with Arsenal before moving to Manchester City in 2009.
 
Manager Brendan Rodgers told the club website: "He was a very important player for Jurgen Klopp towards the end of last season, playing in the Europa League final.
 
“He was outstanding in the big games for me when I was at Liverpool. He looks after himself, he’s a wonderful professional and he has good experience."
 
Toure, who will be officially unveiled on Monday, added: “I feel really excited because it’s going to be a new challenge for me. I’ve come to one of the biggest clubs in the world and it’s a privilege for me to be here."
