Craig Curran got the only goal after 33 minutes and the Jags had Kallum Higginbotham sent off in the second half as County moved to within four points of their visitors.
Motherwell and Kilmarnock drew 1-1 at Fir Park in the day's other Premiership game at Fir Park. Tope Obadeyi gave Killie the lead but Darryl Westlake was then sent off for Gary Locke's men and Scott McDonald equalised before the break.
